Health care system entails a combination of political, social, and economic factors directed to public health care. Public health care is taken as a social system because it is concerned with people welfare and their communication. It has an open social and economic system that functions to satisfy people’s needs in medical, sanitary need depending on materials received from outside. All these are elements of a typical social system with an aim of interdependence and interaction with the environment. Therefore, public health encompasses development of knowledge and ideas that ensure personal and community maturity (Congress of the United States, 2007). It is the accountability of an individual to get concerned with matters relating to health and well-being of the community. During the 21st century, veteran’s health care developed with new conditions that resulted to positive and progressive character in many countries. This raised the mentality of people in population change, level of legal consciousness and the expectation of citizens toward veterans’ health care. Global changes in environment, public relation, public relations made and influence veteran health care services hence it functioned within the limits of the old paradigm in connection to conditions of the current life. USA has attempted to change the situations in veteran health care by preserving the environment and demography (Department of Health and Human Services, 2010). These changes have been achieved through an increase in funds, creating programs of veterans and implementing active reforms that protect the health of veterans. The state has a policy of creating conditions that enhance sanitary education to the population and prevention of diseases. The state provides medical care to veterans and scientific researchers to health care field as well as providing financial and technical base to health care system (Military and Veterans’ Health Care, 2012). The USA constitution guarantees the development of an integrated health care system in the state, municipal and private sectors. Health care policymaking is a crucial assignment of the state since it determines influence rendered to the population by a certain policy. Even though, the financial resources of the state are limited, problems that need solution are many. Therefore, it is the responsibility of the state to choose the correct policy for veteran health care. The department of veteran affairs is treating more than 5 million veterans each year since they have served in the conflicts of Iraq and Afghanistan. Many people argue that the quality of care has been strengthened due to advances in technology and information, in health care systems. Strengthening health care for veterans is a crucial factor because it has impacts other components of health care systems. Policymaking in the field of veteran health assumes social political and financial factors that are concerned with comfort of human life in the society (Morone, Litman, & Robins, 2008). This means that an analysis in social, political, and financial factors ought to be conducted in connection to the interest of health social layers.
