The National Health Insurance presents different proposals, which are aimed to improve the quality, accessibility and delivery of health care. Namely, a single public plan which focuses on providing all kind of necessary medical care for all Americans, excluding the coverage for all unnecessary or inefficient care as well as for expenditure for co-payments and deductibles can be supplemented by another proposal, concerning the prescription of drugs and medical supplies, which can be regulated according to the prices of manufactures and national regularly updated formulary (PNHP, 2012). These two proposals are complementary and help to provide Americans with a comprehensive and adequate care, eliminating additional costs and suggesting the most suitable solutions. Since one of the main goals of the second proposal is to contain costs for drugs and medical supplies, it corresponds to the first proposal, which helps to avoid unnecessary expenditures. Therefore, working in the aggregate, these principles can abolish the barriers to care.

Still, these two proposals cover different spheres of medical care. The first one has a global character, changing the administrative peculiarities of health care delivery, reducing unnecessary care and helping people to use the possibilities of the health insurance without the necessity to reject preventative car, for instance, because of impossibility to pay for it. All ideas, introduced by this proposal should work simultaneously and in the aggregate in order to eliminate all errors of the previous system and achieve the promised effectiveness. The second proposal, on contrary, has only two main goals and each of them is aimed at lowering the cost for drugs and medical supplies, using the most current data. At the same time, this proposal presupposed solving of secondary problems such as improving prescribing practices, minimizing medication error, upgrading monitoring of drugs safety, etc. (PNHP, 2012). Thus, the effect of these two proposals has different long-term perspectives, improving simultaneously current medical care.
