Abstract

Introduction

Health care system is a set of medical, social and economic, political and other measures directed at public health care. The public health care system is considered to be a social system because its basic elements are people and their communications. The public health care services compose an open social and economic system functioning for the satisfaction of the population’s needs in medical sanitary help, depending on energy, information, materials arriving from the outside and adapting to the changes in environment. The US health care system is one of the largest branches of the American economy in which huge resources are concentrated. The medical industry makes one seventh part of the whole national economy in which over 10 million people are occupied.

Policy making in the sphere of health care makes multilateral impact on the American society. The policy covers essential interests in the sphere of health care practically in all layers, groups and social classes; it is in the center of a political life of the country. The private medical system of insurance exists within the state legislation which defines the incentives and directions of its development, provides the state control. The tax policy of the state substantially stimulates the formation of private system of medical insurance and, consequently, it can be considered to be “semi-state”.

In the twenty-first century veterans health services develop in essentially new conditions having both negative and progressive character in many countries of the world.
